Operational Availability

Operational availability is the share of time a system or service is actually fit to use, counting every hour lost to failure, repair, and waiting. It is uptime measured the way a customer feels it, not the way a vendor reports it.

The distinction matters more than it sounds. A server can be technically running while nobody can log in — and that hour belongs in the denominator.

Most disputes trace back to what the clock includes. Scheduled maintenance, waiting for a part, and waiting for an approval are all real downtime to whoever needs the service.

Contracts that exclude those windows produce impressive numbers — and unhappy users. Operational availability is the honest version, which is exactly why buyers ask for it.
