Off-peak

Off-peak is any window when demand for a service, network, or workforce sits below the daily average. In outsourcing it usually maps to the client’s overnight hours, when providers price quieter shifts lower and buyers batch the work that can wait.

The term travels across industries. Utilities call it off-peak tariff time, airlines call it an off-peak fare, and a Manila call center calls it the graveyard shift.

What links them is one idea — quieter demand, cheaper capacity, and room to shift work nobody is waiting on.

For a buyer, off-peak matters twice. It shapes staffing math, because a US company booking a Manila team gets Philippine night shifts covering US daytime peaks.

It also shapes unit economics. Many providers discount overnight seats, or fold low-volume monitoring into a shift that is already paid for.

How it works

Off-peak scheduling starts with a demand curve. Teams graph inbound volume across 24 hours, then define off-peak as the bottom third of that curve. Workload gets matched to the trough, and seat pricing follows the same shape.

In business process outsourcing (BPO), that curve usually shows two peaks, a morning rush and a mid-afternoon rush, separated by a long overnight trough. Off-peak is everything sitting in the bottom band.

Providers then match workload to the trough. High-touch customer service stays fully staffed for live callers. Batchable jobs like payroll runs, design and graphics revisions, and moderation queues move into the quiet hours.

A smaller night team can clear that queue without breaching a service level agreement (SLA), provided the SLA measures resolution over a shift rather than minute by minute. Sizing the trough is arithmetic, not instinct.

Say overnight volume runs at a third of peak and each agent clears the same tickets per hour. A 30-seat peak team then needs roughly 10 seats overnight, plus a small margin for spikes and a supervisor who is actually awake.

That is a 25% spread at both ends of the band — the cheapest off-peak seat undercuts the cheapest peak seat by a quarter, and the same quarter holds at the top of each range.

The provider treats moderation as an off-peak-friendly workload. It is asynchronous, batchable, and tolerant of a slightly deeper queue — so a small night team can work it down before the client’s morning stand-up.

Airbnb hosts and off-peak virtual assistants. Property managers outsource guest messaging to virtual assistant services working Philippine daytime, which is the guest’s overnight. Inquiries get answered while the host sleeps, and the discount stacks on top.

Global banks and off-peak processing. HSBC, JPMorgan, and Citi push benefits enrolment and human resources admin, plus legal document review, to offshore hubs running in the client’s off-peak window.

Real estate portfolio admin follows the same route. Lease abstraction, invoice coding, and listing updates all queue happily overnight, then land finished in the asset manager’s inbox before the first meeting of the day.
