Cebu IT-BPM Organization

Definition

Cebu IT-BPM Organization

The Cebu IT-BPM Organization (CIB.O) is the lead industry body for information technology and business process firms in Metro Cebu. Formed in 2017, it speaks for about 100 member firms on policy, talent, investors, and skills across the island province.

Cebu is a Philippine island province of roughly 3 million residents. It hosts the country’s second largest IT-BPM cluster after Metro Manila, and CIB.O is the group that speaks for that cluster.

The body succeeded the Cebu Education Development Foundation for Information Technology (CEDFIT) — an older council built around schools and curriculum. CIB.O widened the brief to cover investors, policy, and the whole member base.

Think of it as the city level counterpart to the national bodies. What CIB.O owns is the Cebu case: campuses, rents, attrition, and grid reliability, not the national business process outsourcing (BPO) story.

Key takeaways

  • CIB.O is Cebu’s peak industry body for IT and business process firms, formed in 2017.
  • It represents around 100 member companies, from Filipino scale-ups to multinational locators.
  • Cebu’s IT-BPM workforce sits between 180,000 and 200,000 as of 2026 reporting.
  • The IT and Business Process Association of the Philippines (IBPAP) puts the national sector at 1.9 million workers and USD 40 billion in revenue.
  • The annual Cebu IT-BPM Summit gathers 800 to 1,000 delegates from across the Philippine sector.

How it works

CIB.O runs as a member funded advocacy body with a volunteer board that turns over every year. Four pillars carry the work: investor marketing, talent development, policy advocacy, and innovation. Dues fund a small secretariat, the events calendar, and research.

Board members serve unpaid one year terms and rotate, so several firms get a turn at the wheel. They usually come from HR, finance, or operations roles at member companies. That rotation keeps the agenda broad and stops one firm dominating direction.

CIB.O speaks for Cebu firms to the national bodies that write the rules. Chief among them is the Philippine Economic Zone Authority (PEZA), whose registered zones set the tax treatment and the office park options open to Cebu locators.

The national frame matters just as much. IBPAP’s front page puts the Philippine sector at 1.9 million workers and USD 40 billion in revenue, with no year attached to either figure.

The national roadmap targets 2.5 million IT-BPM jobs by 2028. That is roughly 600,000 above the current 1.9 million, and it shapes the hiring and infrastructure asks CIB.O carries into Cebu’s own planning.

Cebu’s 180,000 to 200,000 workers come to roughly one in ten of that national total. Hold the same share against the 2028 target and Cebu would need about 250,000 seats — arithmetic on the two figures, not a forecast anyone has published.

Meetings run monthly, with quarterly roundtables and the annual summit on top. CIB.O also hosts executive dialogues with trade delegations from Australia, Japan, and North America, pitching Cebu to buyers weighing offshoring.

Examples

Cebu’s outsourcing scene runs from multinational shared services arms to Filipino owned mid market operators and specialist analytics shops. CIB.O members serve fintech, health, media, and digital clients in Australia, Japan, the United States, and Europe.

Concentrix runs one of Cebu’s largest voice operations — thousands of seats across Cebu IT Park, built up through acquisitions in the 2010s. Its own site says more than 160 Fortune 500 companies trust it.

JPMorgan Chase, Accenture, and IBM each keep Cebu operations spanning finance, contact center, and IT services. Those campuses gave the city its first real depth in non voice work, and they still set the local pay benchmark.

Filipino owned members include Hybrain Development Corporation and Innov8tif, which build software and identity tech platforms. Homegrown healthcare and legal services outsourcers sit beside them, and their combined headcount pushed past 15,000 by early 2026.

A growing slice of that base sells knowledge process outsourcing (KPO) rather than seats: analytics, medical coding, paralegal research, and finance work. Voice is still the volume employer, though.

The annual Cebu IT-BPM Summit is CIB.O’s shop window. Recent editions drew 800 to 1,000 delegates for briefings from PEZA, IBPAP, and provincial officials, and the 2025 program leaned on AI adoption and talent retention.

The City of Coders program is the talent side of the same pitch. CIB.O partnered with universities and the Department of Education to certify entry level developers, with cohorts at Cebu IT Park in Lahug and Cebu Business Park.

What a firm buys by choosing Cebu over Metro Manila is a smaller, tighter labour market — universities sitting inside the same city as the office parks, short commutes, and rents below the capital. Attrition tends to follow that geography.

Related terms

The terms around CIB.O fall into three groups: the national bodies that set Philippine policy, the service models Cebu firms sell, and the delivery practices behind them. Each entry below fills in context this city level story assumes.

  • IBPAP: the national umbrella body that coordinates Philippine IT-BPM policy.
  • Business Process Outsourcing (BPO): the wider service model most CIB.O members deliver.
  • PEZA: the agency governing the economic zone incentives Cebu locators register for.
  • Knowledge Process Outsourcing (KPO): higher value analytical work handled by a growing slice of Cebu firms.
  • Call Center: voice led operations that remain a mainstay of Cebu employment.
  • Contact Center: the omnichannel service model most Cebu vendors now run.
  • Offshoring: the practice of moving business functions overseas that Cebu depends on.
