Agile Outsourcing

Definition

Agile Outsourcing

Agile outsourcing is the practice of running iterative delivery with an external team rather than an internal one. It replaces the fixed specification with a prioritised backlog and a working increment each sprint, and it changes how the contract reads.

The hard part is not the ceremonies — it is buying something whose scope is deliberately undefined at signature.

Fixed price and fixed scope pull against iteration. Most working arrangements use time and materials, capped sprints, or an outcome price per release instead.

Distance turns the feedback loop into the risk — a sprint review that happens once a fortnight across ten time zones is not really a feedback loop.

The client keeps the product decisions. Outsourcing the backlog owner is the single most reliable way to end up with software nobody asked for.

Key takeaways

  • Agile outsourcing delivers in short iterations with an external development team.
  • Fixed scope contracts fight the model, so pricing usually shifts to capacity.
  • Product ownership stays client side even when every developer is external.
  • Overlap hours matter more than headcount in distributed delivery.

How it works

The client maintains a prioritised backlog, the external team commits to a sprint of work, and the increment is reviewed at the end of it. Acceptance moves from a signed specification to a definition of done agreed before the first sprint.

Governance replaces specification. Velocity, defect escape rate, and cycle time become the reporting spine because there is no percentage complete against a plan to quote.

Public sector practice has been pushing this shape for years. Digital.gov collects federal product and project management guidance built around iterative delivery and continuous user research.

The UK sets it out as policy. The Technology Code of Practice is a cross government standard for designing, building, and buying technology, with mandatory points projects must align to.

Time zone overlap decides delivery quality more than the contract does — four shared hours a day is the practical floor for a team that has to make decisions together.

Examples

Agile outsourcing works differently for a startup buying a first product, an enterprise extending a platform, and a public body under procurement rules. Four cases show what changes and what tends to break.

A UK fintech and a Krakow team. Two week sprints with four hours of daily overlap. The client kept the product owner in London and shipped fortnightly through 2024.

An Australian retailer. Tried fixed price sprints. Every scope conversation turned into a variation request, and the arrangement moved to capacity pricing after two quarters.

A US health platform. Used an offshore development centre in Manila with an embedded client architect. Defect escape rate halved once that architect joined sprint reviews.

A public sector programme. Ran discovery, alpha, and beta phases with an external supplier and an internal service owner. The supplier changed between phases; the backlog did not.

Related terms

Agile outsourcing borrows its vocabulary from software delivery and its structure from outsourcing contracts, so its neighbours sit in both camps. The terms below cover the delivery models, roles, and paperwork it depends on.

FAQ

Can agile outsourcing work on a fixed price contract?

Only with fixed capacity or a capped sprint. Fixing scope and price together removes the ability to reprioritise, which is the point of the model.

Who owns the backlog?

The client. Handing prioritisation to the supplier turns a delivery arrangement into a guessing exercise about business value.

How much time zone overlap is enough?

Four hours of shared working time a day is the practical minimum. Below that, decisions queue overnight and sprints lose a day at each end.

What replaces the specification?

A prioritised backlog plus a written definition of done. Acceptance happens at the sprint review against working software.

How is progress reported?

Through velocity, cycle time, and defect escape rate rather than percentage complete. Demonstrated increments carry more weight than any status column.

Does agile outsourcing cost more?

Not usually, but it moves the cost forward. You pay for discovery and iteration instead of for change requests later.
