Web Development Outsourcing

Definition

Web Development Outsourcing

Web development outsourcing is the practice of contracting the building and maintenance of websites and web applications to an external team. Maintenance is the part buyers forget to contract, and an unmaintained site becomes a liability within a year or two.

A website is not a deliverable that finishes — frameworks get security patches, browsers change, content management systems reach end of life, and none of that pauses when a project closes.

Buyers who contract only the build are buying half the thing — the cheaper half, and the half that stops mattering the moment the site goes live and starts accumulating obligations.

Key takeaways

  • Web development outsourcing covers building and maintaining websites and web applications.
  • Maintenance obligations matter more over a site’s life than the original build price.
  • Accessibility is a legal requirement in many contexts, not a design preference.
  • Code, content, and domain ownership should sit with the buyer from day one.

How it works

The buyer supplies requirements, brand assets, and content. The provider designs, builds, tests, and deploys, then hands over or continues under a maintenance agreement covering updates, security patches, and fixes.

Ownership needs settling before any code is written. Repository access, domain registration, hosting accounts, and content management credentials should all be in the buyer’s name, and providers holding any of them hold real bargaining power at renewal.

Accessibility carries legal weight in public-sector work. Section 508 of the Rehabilitation Act, codified at 29 U.S.C. § 794d, requires federal agencies to make electronic and information technology accessible.

Technical standards for accessible technology are set independently. The US Access Board issues the information and communication technology standards that Section 508 requirements point to.

Content is nearly always the thing that delays a launch — the build finishes on schedule and then waits weeks for copy, images, and approvals that nobody assigned to anyone in particular.

Examples

Web development outsourcing runs from brochure sites through to complex web applications, and the maintenance question grows heavier the further along that range a project sits. Three cases show the range.

A professional services firm contracted a marketing site with a twelve-month support retainer attached. The retainer covered security updates, which is what stopped the site aging into a vulnerability.

A retailer outsourced a customer portal integrating with its existing order system. The integration, not the interface, consumed most of the timeline, and the estimate had assumed the reverse.

A public body contracted a service redesign with accessibility conformance written into acceptance criteria. Testing against published standards happened before sign-off rather than after complaints.

Performance budgets are worth setting in the contract. Page weight grows silently across a project, and a target agreed at the start is far easier to hold than a slow site is to fix afterwards.

Related terms

Web development outsourcing borders several build, design, and platform disciplines that buyers very frequently end up contracting from quite separate specialist suppliers under different agreements.

FAQ

Who should own the code?

The buyer, with the contract assigning intellectual property on payment. Providers retaining ownership of bespoke code leave the buyer unable to change supplier without rebuilding.

Is a maintenance retainer necessary?

For anything beyond a static page, yes. Security patches for frameworks and content management systems arrive continuously, and an unpatched site is the most common route to a compromise.

How is web development usually priced?

Fixed price for well-defined scope, time and materials for evolving work. Fixed price on vague requirements produces change requests rather than savings.

What causes projects to overrun?

Content and integrations, far more often than code. Both depend on the buyer, which is why both need naming and scheduling early.

Does accessibility apply to private-sector sites?

In many jurisdictions yes, through equality and disability legislation. Public-sector work has explicit standards, and private buyers are increasingly held to comparable expectations.

Should hosting be bundled with development?

Only if the account stays in the buyer’s name, because bundled hosting a provider owns is the hardest thing to unwind.
