Schedule Adherence Rate

Schedule adherence rate measures how closely agents follow the shift plan that was built for them. It is time worked as scheduled divided by time scheduled, covering start times, break windows, and every state change across the whole working day.

The metric belongs to workforce management rather than to quality. It asks whether people were where the plan said they would be, not whether they did good work while there.

Its purpose is protective. Coverage gaps of even ten minutes at a peak interval push queue times up for everyone still waiting.

Used badly it becomes a stick — targets set above 95% usually punish agents for things the roster never accounted for.

Compare each agent’s actual state timeline against the planned one, interval by interval, then express matched time as a percentage of scheduled time. Most workforce management platforms apply a tolerance window so a two minute variance does not register as a breach.

Tolerance settings carry real weight. A five minute grace period can move a team’s reported adherence by several points — without anyone changing behaviour.

Statutory limits shape what a roster may ask for. UK working time rules cap the average working week at 48 hours, and workers under 18 cannot work more than 8 hours a day or 40 hours a week.

Leave rules matter just as much. The US Office of Personnel Management maintains governmentwide regulations covering annual leave, sick leave, and family and medical leave, all of which have to be planned around rather than counted as breaches.

Reporting is only as good as the state data behind it. When agents have no code for a genuine activity they pick the nearest one, and the resulting picture blames people for gaps the system created.

A back office processing team. Managers switched to conformance because the work was not interval sensitive. Total hours mattered; the exact timing did not.

A healthcare support desk. Approved training was miscoded as unavailable time for two months, which understated adherence by seven points across the whole team.
