Romania Outsourcing

Definition

Romania Outsourcing

Romania outsourcing is the use of Romanian providers and service centres by firms based abroad. The country pairs European Union membership with labour costs well below Poland’s, which has made it one of Europe’s fastest-growing nearshore delivery options.

Romania joined the European Union in 2007 — that membership removes the data protection and contractual friction that complicates delivery from outside the bloc.

Its distinguishing feature is language — Romanian is a Romance language, so French, Italian, and Spanish come easily to local staff, and English is widely taught.

Key takeaways

  • European Union membership since 2007 simplifies data and contract questions.
  • Labour costs sit well below Poland and far below Western Europe.
  • Romance-language affinity supports French, Italian, and Spanish delivery.
  • Technology and engineering are as strong as business process work here.

How it works

A company contracts a Romanian provider or opens its own centre, typically in Bucharest, Cluj-Napoca, Timisoara, or Iasi. The appeal is a European Union workforce with strong technical education at rates materially below Central European averages.

Eurostat puts average hourly labour costs across the European Union at €34.9 in 2025, with Romania at €13.6 and Bulgaria at €12.0, placing Romania among the bloc’s least expensive locations.

That gap against Poland is the commercial argument. Buyers who found Polish rates rising past their thresholds have moved new work south rather than leaving the European Union entirely.

The pattern has been running for several years now. Romania absorbed a meaningful share of the growth that would once have gone automatically to Krakow or Wroclaw.

Technical infrastructure is genuinely good. Romania’s communications regulator reports 7 million fixed internet connections with 39 percent gigabit-capable and average fixed cable download speeds reaching 446 Mbps in 2024.

The constraint is demographic — emigration has thinned the working-age population for two decades, and buyers should expect competition for experienced staff to intensify rather than ease.

Examples

Romanian engagements split fairly evenly between technology delivery and multilingual business services, and the three below reflect how buyers use the country’s particular language and cost combination.

A French insurer runs European claims processing from Romania, staffing French-language teams that would be considerably more expensive to recruit at home.

A German software company places product engineering in Cluj-Napoca, drawing on technical graduates at rates below Poland while staying inside the single market.

An Italian bank runs back-office and reconciliation work from Bucharest, where Italian speakers are easier to find than in most other nearshore locations.

Language affinity does real work in each case. A Romanian graduate reaches business-level French or Italian faster than a Polish or Bulgarian counterpart, and that shortens ramp-up considerably.

That advantage compounds over a contract term. Faster ramp-up means lower training cost per hire, which matters most in exactly the high-turnover roles that multilingual centres depend on.

It is also the hardest thing for a competing country to copy. Cost gaps close over time, while a linguistic head start does not.

Related terms

Romania is weighed against Poland on cost and against non-European options on regulation, and the terms below cover both comparisons plus the delivery models used there.

FAQ

Is Romania cheaper than Poland?

Yes, consistently. Eurostat’s 2025 hourly labour cost figures place Romania among the least expensive European Union member states, well below Polish levels.

Which languages does Romania serve best?

French, Italian, and Spanish, helped by Romanian being a Romance language. English and German are also widely available.

Is Romania good for technology work?

Yes, and increasingly so. Cluj-Napoca in particular has built a substantial software engineering sector alongside Bucharest.

Does European Union membership actually matter?

Considerably. It removes cross-border data transfer complications and puts contracts under familiar legal frameworks for European buyers.

What is the main risk?

Demographics. The World Bank notes Romania’s population exceeding 19 million as of 2024 after years of emigration, which tightens the labour market.

Which city should I consider first?

Bucharest for scale, Cluj-Napoca for engineering depth.

European Union delivery at lower cost than Poland is a specific proposition worth comparing carefully. Browse the Outsource Accelerator directory to review Romanian providers.
