SQA Outsourcing

Definition

SQA Outsourcing

SQA outsourcing is the contracting of software quality assurance — the processes, standards, and audits that govern how software actually gets built — to an outside specialist firm, as distinct from simply contracting out the testing work on its own.

The difference from testing is worth being precise about. Testing looks for defects in the product, and quality assurance looks at whether the process is capable of producing a good product at all.

Both matter, and they answer different questions. A team can pass every test and still be building in a way that guarantees problems three releases from now.

Quality frameworks make the process view concrete. The Baldrige Program at NIST provides performance excellence criteria that organisations use to assess and improve how work is managed.

Key takeaways

  • SQA outsourcing contracts process assurance, standards, and audit rather than test execution.
  • Testing examines the product; quality assurance examines the process producing it.
  • Findings are only valuable when someone inside the organisation owns the remedy.
  • Standards must be chosen deliberately, since assurance against nothing means nothing.

How it works

The specialist reviews development practice against a chosen standard: how requirements are managed, how code is reviewed, how releases are controlled, and how defects are tracked. Findings come with severity ratings and recommended changes to the process itself.

Standard selection comes first. Assurance is always assurance against something, and an unnamed standard produces opinions rather than findings.

Audit cadence matters more than depth — a light review every quarter changes behaviour more reliably than an exhaustive audit once every two years.

Contractual quality duties reinforce the point. Under FAR Part 46, responsibility for controlling quality sits with the contractor, which makes an independent process view genuinely useful.

Independence has to be real to be useful. A reviewer reporting to the engineering manager whose process is under review will find fewer problems than one reporting elsewhere.

Examples

SQA is contracted where process discipline matters as much as the product itself, and the trigger differs in each case. Four cases show the practical range.

A medical device company contracted independent SQA in 2024 because regulatory submissions required documented development controls.

A payments firm brought in a specialist after three releases went out with the same class of defect, indicating a process fault rather than bad luck.

An automotive supplier contracted quarterly process audits against a customer-mandated standard, with findings reported to its client as well.

A scale-up used an external reviewer once, to establish a baseline before hiring its first internal quality lead.

The pattern in all four was ownership of remedies. Findings assigned to a named engineering leader produced change, and unassigned ones produced a document.

Evidence matters as much as the finding itself. An audit recording what was examined, and when, is worth far more at a regulatory inspection than a summary judgement.

SQA outsourcing sits between the testing and the quality disciplines that engineering teams commonly treat as if they were interchangeable. The list below marks the boundaries.

FAQ

What is SQA outsourcing?

It is contracting software quality assurance (process review, standards, and audit) to an external specialist. It is distinct from contracting test execution.

How is it different from testing?

Testing finds defects in the product. Quality assurance examines whether the development process is capable of producing a sound product consistently.

What standard should assurance run against?

Whichever the organisation, its customers, or its regulator require. Assurance without a named standard produces opinions rather than findings.

How often should audits happen?

Light quarterly reviews generally change behaviour more than a single exhaustive audit every couple of years.

Who fixes what the audit finds?

Engineering leadership inside the organisation. An external reviewer can recommend changes but cannot implement them.

Is SQA needed if testing is strong?

Often yes, because strong testing can mask a weak process that will keep producing the same category of defect release after release.

Comparing quality specialists on standards experience rather than headcount is the useful test. The Outsource Accelerator directory helps you shortlist first.
