Recruitment Outsourcing

Recruitment outsourcing is the contracting of hiring work to a provider that sources, screens, and coordinates candidates for an employer. Scope runs from one hard-to-fill role to the whole permanent hiring function across every country a business trades in.

Hiring is intermittent and specialised, which is exactly the profile that suits contracting out. Volumes spike, then vanish. The skills needed to find a niche engineer are not the skills needed to process an offer letter.

Buyers use it for three reasons: capacity they do not have, market access they cannot build, and cost per hire they want to bring down.

The one thing that does not transfer is legal responsibility. Under the Uniform Guidelines on Employee Selection Procedures, adopted in 1978 and codified at 29 C.F.R. Part 1607, the employer remains responsible for the validity of its selection procedures.

How it works

The provider takes a role brief, sources candidates through its own channels, screens against agreed criteria, and presents a shortlist. Interviews, offers, and the hiring decision itself stay with the employer, who also carries the legal risk.

Intake is where the arrangement succeeds or fails. A vague brief produces a shortlist nobody wants, and the provider gets blamed for a specification the hiring manager never pinned down.

Screening criteria have to be written, not implied. Anything used to filter candidates is a selection procedure, and it must be defensible whoever applies it.

Worker classification is a separate trap. Whether someone ends up an employee or a contractor turns on the working relationship, not the label, and the IRS applies its own tests to that question.

Recruitment is contracted at very different scales, and the commercial shape changes completely with volume. Four cases show the range that buyers actually use in practice.

A software scale-up contracted sourcing for 40 engineering hires across 2024. It kept its own interviewers and its own bar, buying pipeline rather than judgement.

A hospital group outsourced high-volume nursing recruitment, including credential checking and reference collection. The internal team was freed to handle consultant appointments, which needed different handling entirely.

A retail chain used a provider for seasonal hiring only, ramping to 600 roles between August and October and back to nothing by November.

A professional services firm contracted graduate recruitment end to end, including campus events, assessment centres, and offer management.
