Financial planning and analysis

Financial planning and analysis

Financial planning and analysis (FP&A) is the forward looking side of finance: budgets, rolling forecasts, and the variance work that measures real results against the plan and explains the gap. It answers what the numbers will be, not just what they were.

FP&A is a cycle, not a report. A plan is set, actuals arrive, the variance gets explained, and the forecast is rebuilt before the next month starts.

The discipline is internal and forward facing. Statutory reporting tells outsiders what already happened — FP&A tells your own management what is likely to happen next and what to do about it.

Key takeaways

  • FP&A owns budgets, forecasts and variance; it does not own statutory reporting or the ledger close.
  • The cycle repeats on a fixed calendar: plan, actuals, variance, revised forecast.
  • Good FP&A is judged on forecast accuracy and decision speed, not on the length of the deck.
  • Driver based models beat line by line budgets because they explain why a number moved.

How it works

FP&A runs a repeating loop. Finance agrees the plan with each budget holder, loads it into a model, compares it with actual results once the ledger closes, then rebuilds the forecast for the remaining months using what the variance revealed.

The model is the asset, not the deck. A good one recalculates in minutes, shows which assumption drove a change, and survives the analyst who built it leaving the company.

Most of this sits with a financial analyst or a small team of them. Bureau of Labor Statistics figures put the median pay for financial analysts at $103,570 in 2025, with about 443,100 people in the occupation.

The same handbook projects 7 percent employment growth for the role between 2025 and 2035, and roughly 29,500 openings a year across the decade.

The forecast half of the job leans on the cash flow forecast; the analysis half leans on budget variance analysis. One asks whether you can pay for the plan, the other asks why the plan did not happen.

How the budget is built changes what the variance means. Activity based budgeting ties spend to the volume of work done, so a variance points at an activity rather than a department — which is what makes it actionable.

A finance manager usually owns the calendar and the sign off, while FP&A owns the numbers inside it.

Variance work has two halves. First you quantify the gap in a way nobody argues with, then you name the cause specifically enough that someone can act on it this month.

Business partnering decides whether any of it matters. A forecast landing on a budget holder’s desk without a conversation gets ignored, however accurate it later turns out to be.

Public filers do a formal version of the same work. Item 303 of Regulation S-K requires them to describe the underlying reasons for material changes in quantitative and qualitative terms, which is variance explanation written for investors.

Examples

FP&A looks different in every sector because the driver differs: subscription businesses forecast from retention and bookings, manufacturers from units and input prices, and outsourcing providers from billable hours and attrition.

A Philippine business process outsourcing provider forecasts headcount first. Seats, training pipeline and attrition drive almost every cost line, so the model starts with people and derives revenue from billable capacity.

Retailers switch to a weekly cycle in the last quarter of the year. Trading through November and December moves the annual result enough that a monthly reforecast arrives too late — weekly is the only cadence that helps.

Government funded providers plan against award cycles. Their forecast risk is not demand but timing: when the money is confirmed, and whether unspent amounts can be carried over.

Private equity backed companies build a thirteen week cash forecast alongside the profit plan. Lenders test covenants on cash, so the weekly view carries more weight than the annual budget during a tight quarter.

Fast growing companies run the cycle twice. One version models the plan they committed to investors, the other models the plan they actually believe, and the gap between them is the real agenda item.

Related terms

  • Budget: the agreed plan for a period; FP&A is the work of building it and then testing it.
  • Profit margin: an outcome FP&A forecasts and explains, not a planning process in itself.
  • Budget variance analysis: the specific technique for explaining gaps; FP&A is the wider cycle around it.
  • Cash flow forecast: tracks money in and out; a budget tracks commitment, which is not the same thing.
  • Financial analyst: the role that usually does the modelling inside an FP&A team.

FAQ

What does an FP&A team actually produce?

A budget, a rolling forecast, a monthly variance pack and scenario models on request. The pack matters far less than the decisions it triggers, and most of the value sits in the forecast conversation.

How is FP&A different from accounting?

Accounting records and reports what happened, under a set of external rules. FP&A takes those numbers and asks what happens next — with no rulebook telling it how.

How often should a forecast be rebuilt?

Monthly is the common standard and quarterly is the minimum. Rebuild sooner whenever a driver moves far enough that the old forecast would mislead a decision. A forecast that never changes is not being used.

Can financial planning and analysis be outsourced?

Yes, and model building, data preparation and reporting are the parts that travel best. Judgement on targets and incentives should stay with the people accountable for hitting them. Write the handover points into the service agreement.

What makes a forecast trustworthy?

A stable method, visible assumptions and a track record you can check. A forecast nobody tests after the fact is just a wish with decimal places.
