Competency Mapping

Competency mapping is the exercise of placing real roles and real people against a competency framework to see where they sit and what is missing. The output is a gap list you can act on, not a permanent document you file and forget.

Mapping is meaningless without a framework to map against. If the levels are undefined, every rating becomes an opinion and the gap list cannot be defended in a pay review.

That is the clean split between the two terms. The framework is the ruler — mapping is the measuring, and the measuring has to be repeated as roles and people both change.

Done well, it answers three questions at once: who can do the work today, who could do it with training, and what you simply have to hire.

Competency mapping works in three passes: map the role, map the person, then subtract one from the other. What is left is the gap, and each gap gets a decision to train, redeploy or recruit.

Evidence beats self-assessment — a rating backed by a work sample, a quality score or a completed assessment survives challenge, while a self-rated five does not.

Most gaps close through coaching rather than a course. A weekly session against one named competency moves people faster than a two-day workshop they have forgotten by Friday.

Technology gaps are the current pressure point. AI upskilling now appears on mapping exercises that carried no digital competency at all three years ago.

Aggregate the results and you get a workforce picture. A workforce productivity index read against the gap list shows whether the shortfalls are hurting output or just look untidy on a spreadsheet.

Somebody has to own the exercise. In smaller firms that is usually an HR generalist working with line managers, because the ratings need both process discipline and real knowledge of the work.

Departures are a free data source. A structured exit interview often reveals that the leaver had been mapped at a level nobody had checked in two years.

Map the role before the person, always. Reversing the order lets the current post-holder’s habits define the job, and the gap list quietly shrinks to nothing at all.

Keep the scale short. A four-level scale produces decisions; a ten-point scale produces averages that hide exactly the shortfall you were looking for.

Publish the result to the people in it. A gap list kept secret in an HR folder changes nobody’s behaviour, and it corrodes trust the moment it leaks.

There is a public template for the role side. The O*NET Content Model, published by the O*NET Resource Center, organizes information about jobs and workers into a structured system covering worker, job and market domains.

Mapping also feeds restructuring decisions. The U.S. Office of Personnel Management publishes guidance on restructuring for agency management and HR offices, where a current skills picture is the starting input.

Competency mapping turns up whenever an organisation has to decide who does what next. Three cases show the range: a contact-centre programme launch, an automation rollout, and a post-merger team merge.

A BPO winning a new healthcare account maps its bench before it hires. If forty agents already hold the clinical-terminology competency at working level, the ramp becomes a training job rather than a recruitment one.

Automation projects force the same exercise. When a bank automates invoice matching, mapping shows which clerks can move to exception handling and which need a different path entirely.

Mergers make it unavoidable — two teams arrive with different job titles for identical work, and mapping both against one framework is the only fair way to build the combined structure.

Offshore transitions use it as a handover checklist. The client maps the outgoing team’s competencies, and the provider maps the incoming one against the same levels before go-live.

Regulated industries map on a fixed clock. Financial advice firms revisit competency evidence annually because the supervisor expects a current record, not a historic one.

Startups do a scrappy version on a whiteboard — six roles, five competencies, a red or green dot per cell, and a hiring plan out of it by Friday.

Public-sector restructuring uses it as the fairness test. A documented skills picture makes redeployment explainable when people ask why one team moved and another did not.

The common thread is timing. Mapping done before the decision informs it; mapping done afterwards just documents a choice somebody already made on instinct.
