Development Outsourcing

Development outsourcing is the practice of buying engineering capacity from an outside team. It covers build, enhancement, and ongoing release work, and it differs from staff augmentation because the provider takes responsibility for the outcome, not just the hours.

That responsibility line is the one buyers blur most often — if you assign the tasks, run the standups, and set the estimates, you have hired people rather than bought delivery.

Both arrangements are legitimate. They just need different contracts, different measures, and very different amounts of internal management attention.

The decision usually comes down to internal capacity — a buyer with strong engineering leadership can absorb augmented staff, while one without needs a provider that owns delivery.

How it works

The buyer sets outcomes, priorities, and quality standards, and the provider staffs a team, plans the work, and delivers increments against them. Definition of done, review standards, and release authority are agreed before the first iteration begins.

Release authority is worth settling explicitly — providers can deploy to test environments freely, but production releases usually need a named buyer side approver where regulation applies.

Environment access is the other early blocker. A team that cannot deploy to a realistic test environment in week one will spend its first sprint on setup rather than software.

Secure practice can be specified rather than hoped for. The NIST Secure Software Development Framework describes practices that reduce vulnerabilities, and naming it in a contract turns good intentions into obligations.

Delivery standards can be borrowed rather than invented. The Technology Code of Practice published by GOV.UK sets out expectations for building and buying technology that a buyer can cite directly in a contract.

Knowledge concentration is the risk to watch. A provider holding all understanding of a system is a business dependency, and periodic internal review or rotation keeps that in check.

Estimation should improve visibly over time. A team whose forecasts are no better in month nine than in month one is not learning the codebase, and that is worth raising early.
